It is pretty much the same as Reggaeton. But, the only "rules" I have been able to find on the genre seem to be:

Tempo is around 108 - 112 bpm
Has to have dat Riddim
Almost all the tracks I've heard have either hip hop or ethnic vocal samples, chopped and layered
The basslines are generally more complex than House music
